調(diào)查局機動組組長方國輝（劉德華）為人干練嫉惡如仇，與手下對周朝先（梁家輝）經(jīng)營的電玩場進行監(jiān)拍時，拿到其經(jīng)營地下賭場的證據(jù)，將其告上法庭，豈料法官被收買，周朝先被判無罪當庭釋放。與黑金掛勾的侯部長（李立群）暗中施壓，調(diào)查局勒令方國輝休假，停止對周朝先的調(diào)查。
