唐載初年，位于郊外校場(chǎng)倒塌的通天浮屠殘骸一夜之間復(fù)活。天空中一條火龍照亮夜空，并噴射火球摧毀了整個(gè)校場(chǎng)，死傷無(wú)數(shù)。隨后通天浮屠也燃起大火，化為灰燼。而異族鬼道在城外叫囂，只有武則天效仿大佛自焚，天下才可免受災(zāi)難。城中內(nèi)外人心惶惶，狄仁杰奉命徹查此案，卻遇到了與自己有過(guò)節(jié)的大理寺少卿裴東升。二人不打不相識(shí)，被迫一起調(diào)查此案。面對(duì)外敵的入侵，隊(duì)友的不信任，狄仁杰決心背水一戰(zhàn)，勢(shì)要查明案件的真相。

該取材于武穴市4000多名黨員下社區(qū)、進(jìn)小區(qū)，通過(guò)黨建引領(lǐng)老舊小區(qū)改造的故事：建于上世紀(jì)七、八十年代的老油廠小區(qū)，有9棟樓160多戶居民，是一個(gè)典型的無(wú)物管、無(wú)主管部門(mén)、無(wú)人防物防的“三無(wú)”小區(qū)。這里許多居民亂搭亂建雜物間、小車(chē)棚，下水道破損無(wú)人維修，生活污水橫流，居住環(huán)境十分惡劣。有條件的住戶外出購(gòu)房搬離后，又將這里的房子出租出去，導(dǎo)致這兒的居住環(huán)境更加復(fù)雜。龍?zhí)渡鐓^(qū)主任張昊陽(yáng)借老舊小區(qū)改造之際，做活黨建+的文章，派出社區(qū)片警樊玉鋒任第一支部書(shū)記，引導(dǎo)居民開(kāi)展“法治、德治、自治”。在社區(qū)工作者和小區(qū)黨支部+業(yè)主委員會(huì)的共同努力下，解決了一批居民急難愁盼的事，終于讓居住在這里的近千名群眾生活出現(xiàn)了新業(yè)態(tài)。
