廉政公署揭破有史以來最巨規(guī)模之黑金選舉行賄貪污丑行案件，轟動整個東南亞，廉署再捷一功，新界某鄉(xiāng)事執(zhí)委員會主席何權(quán)，獲悉特區(qū)政府準(zhǔn)建設(shè)西鐵發(fā)展計劃事宜，確定沿線發(fā)展區(qū)域一帶，大量撥地興建丁屋，串謀某干鄉(xiāng)事執(zhí)委周甘銓、羅偉雄、梁召權(quán)、趙振明等人，進(jìn)行非法行賄認(rèn)定原居民，以厚利報酬而換取支持投票當(dāng)選為主席，以便日后進(jìn)身立法機(jī)關(guān)執(zhí)法，好待以主席身份代表鄉(xiāng)民向特區(qū)政府商議土地收購索償。廉署高層干部接獲此案，據(jù)案情涉及西鐵發(fā)展計劃，牽涉人仕甚廣，隨即成立項目小組調(diào)查此案，并設(shè)立代號為“西域黑金”行動國外三級
